New EU regulation tightens documentation requirements for certain iron and steel products 

The prohibition is set out in Article 3g(1)(d) of Council Regulation No 833/2014 concerning restrictive measures in view of Russia's actions destabilising the situation in Ukraine, as amended by Council Regulation (EU) 2022/1904 and most recently by Council Regulation (EU) 2023/1214.

The ban is part of the 11th sanctions package against Russia and aims to prevent sanctions against the country from being circumvented.

Affected products

Products affected by the new regulation are listed below. annex XVII. According to the Swedish Customs, the ban applies to products containing iron and steel materials other than those covered by CN code 7207 11, 7207 12 10 or 7224 90.

Documentation requirements

At the time of import, you as an importer are required to be able to prove that the goods in question do not contain materials of Russian origin by providing adequate documentation. The importer can do this, among other things, through an MTC (Mill test certificate) but also through evidence in the form of an invoice, delivery note, supplier declaration and production description.
